The Auditor General examined whether the CBSA and Citizenship and Immigration Canada (CIC) have clearly articulated their respective accountabilities for administering the Immigration and Refugee Protection Act and for reporting on the detention and removal of individuals. In addition, the auditor general looked at whether CBSA manages the detention of individuals consistently, in compliance with its policies and standards, and with due regard to economy. Lastly, the auditor general looked at whether it removes individuals from Canada based on the risks they present and at whether it does so cost-effectively.
