For the past five years, the International Detention Coalition (IDC) has undertaken a research programme to identify and describe alternatives to immigration detention (‘alternatives’). The handbook compiles the results of this research to provide governments with a way forward in this difficult policy area. International human rights norms and standards make it clear that immigration detention should only be used as a last resort in exceptional cases, after all other options have proven insufficient for the particular case. The There are alternatives handbook provides readers with the guidance they need to successfully prevent unnecessary detention and to ensure that community-based options are as effective as possible. This edition presents the Revised Community Assessment and Placement Model (revised CAP model) along with new and updated country examples derived from the IDC’s research programme.
