Jerome Phelps has been working with people in immigration detention since 2003.
Before Directing the IDC, he led Detention Action to take on a national role in challenging immigration detention. He has written or co-written Detention Action’s four influential reports: Detained Lives (2009), No Return No Release No Reason (2011), Fast Track to Despair (2012) and The State of Detention (2014). He has played a leading role in Detention Action’s national campaigns on indefinite detention and the Detained Fast Track asylum process, including in the litigation that caused the suspension of the Fast Track. He has also developed Detention Action’s innovative alternative to detention project for young ex-offenders at risk of long-term immigration detention. While working for Detention Action, Jerome was a member of the IDC International Advisory.
