Beyond Detention: Alternatives to Immigration Detention as a Rights-Based Policy Model

This report explores how States can replace immigration detention with measures centred on dignity and human rights. Drawing on the global experience of the International Detention Coalition (IDC) and its members — including CONVIVE Fundación Cepaim in Spain — the report examines effective alternatives that protect community safety, uphold the rights of migrants, and promote sustainable solutions for States. In a context marked by the expansion of detention grounds and accelerated procedures, the report provides concrete evidence that it is possible to move towards a model of migration governance grounded in protection, inclusion, and efficiency, where control does not come at the expense of fundamental rights.
