Towards a National Asylum Framework in Malaysia: An EDN Policy Brief

September 29, 2026

What can a refugee legal framework in Malaysia look like concretely and operationally? This question lies at the crux of refugee protection advocacy in Malaysia, yet there is little concrete or common understanding of what this means in practice.

This research, undertaken by the End Detention Network (EDN) in 2026, seeks to address this by articulating what a comprehensive national asylum framework could actually look like in a Malaysian context, including the specific elements that shape an asylum framework and the steps, both short-term and long-term, needed to develop each element.
