Angela Bwengi joined International Detention Coalition in January 2026 as Africa Regional Manager, where she leads the design, coordination, and delivery of IDC’s Africa Regional Programme. Her work focuses on advancing systems change to reduce and ultimately end immigration detention by promoting and supporting the implementation of rights-based Alternatives to Detention (ATD). She works closely with IDC teams and regional stakeholders to strengthen advocacy, government-to-government peer learning, and partnerships across Africa, engaging governments, civil society, UN agencies, and other key actors, while linking national implementation, regional policy processes, and global initiatives to drive coordinated, system-wide change.

She is a human rights and development practitioner with over a decade of experience working with governments, policymakers, and regulators to advance inclusive policies that protect vulnerable communities. She has extensive experience in human rights advocacy across Africa, including engagement with African Union processes, and is committed to strengthening coalitions that amplify local and regional voices in policy influence. Prior to IDC, she held roles at BRAC International, the United States Embassy, and the Foreign, Commonwealth & Development Office (FCDO), contributing to development programming, diplomacy, and policy engagement across international and multilateral contexts.
