Migration management in Africa is often considered complex by large scale mixed migration movements of people, with groups and individuals moving for many different reasons. Immigration detention is often used in an attempt to manage this movement, often unnecessarily. Incidences of detention in multiple countries of one individual are reportedly common, as highlighted in the RMMS report. The IDC believes that early identification of individuals and groups who do no need to be detained will reduce unlawful and indefinite detention, help prevent multiple instances of detention of the same individual, help to address issues of overcrowding and related poor conditions of detention, and support early case resolution.
To that end, we are holding a regional workshop this year focusing on the issue of screening and assessment, and how these processes can assist in preventing unnecessary immigration detention.
