Katy Long and Jeff Crisp have published a UNHCR paper analysing the mixed movement of people currently taking place between the East and Horn of Africa and the Great Lakes region to the southern part of the continent.
This is a perilous journey exposing the irregular migrants to a variety of human rights and protection risks, while states see the crossing of borders as a threat to their sovereignty, security and economy.
